face the onslaught of Hurricane Karl and related climate change and its impact (vulnerability) in coastal areas, is hereby required consultation by Dr. Alejandro Yanez Arancibia, in different forums that has come to impart their knowledge on this subject. In this space I want to again refer to event held on 17 March this year at the Howard Johnson Hotel in the port city of Veracruz, in the event called "Meeting of Civil Partnerships to Combat Climate Change" organized by professionals in Mexico, Dr. participated with the paper "Vulnerability in the Coastal Zone to Climate Change."
I shall refer to the statement by Dr. Yanez Arancibia, as the birth of hurricanes originating in the Atlantic, to what this researcher calls INECOL " the funnel, "Arancibia, is emphatic in saying that hurricanes are born in the Atlantic, as they approach the Gulf of Mexico, entering a funnel heat, reached its greatest intensity off the coast of Veracruz symbolically Arancibia in their papers using a sheet called the "window" to signal the end of the funnel heat which reaches from the port of Veracruz, fortunately mentioned that no hurricane had come to this land, the emphasis Arancibia was not whether this window is open, this is not put into question the question that the audience was when would open the window now, before the recent events that hit Karl with category three on the shores of the state of Veracruz and in the magnitude of this natural phenomenon I got the question of whether the window was already open question I did not want to answer just as it should have responsibility to judge this category, for which I consulted said the researcher, who today is the University Professor E. North Carolina (USA) by the Chair: Thomas W. Rivers Distinguished Professorship in International Afairs stating the following " seems that" the window has been opened and we could have another event before the end of hurricane season 2010 "
Given the evidence of the facts and knowledge of this researcher, this space to serve Arancibia recognition for their scientific contributions in terms of climate change, hoping that their research is utilized by the state and federal governments to design environmental policies.
